Break down your technology systems into each category. For example: CRM, Video Platform, Listing Presentation, CMA tool, etc.
Take each one and ask yourself: What does it look like with basic usage? Intermediate usage? Advanced?
Create a scorecard.

Technology Resource: Customer Relationship Management
Basic Adoption:
Are contacts loaded in the system?
Is the agent assigning contacts to campaigns or using automation for this?
Is the agent assigning tasks and reminders?
Does the agent have social media integrated?
